Works with system management to develop policies and procedures, short- and long-range goals, objectives, and plans for all of the system's hospitals. All of the system-owned or -operated hospitals report in to this position and he/she then reports to the Chief Operating Officer (COO) or the President/Chief Executive Officer (CEO) of the system. He argued that simply developing a definition of serious or complex medical conditions, including recommendations about when access to specialists should be provided for Medicare+Choice enrollees, fails to address the fundamental problems and challenges of the current health care delivery system. The new system, called the Medicare Transaction System, was designed to standardize claims processing by creating one national system. The intent was to permit hospitals to file Medicare claims—mostly in electronic format—directly to CMS.
